One profile covers the lot. You do not swap anything at a border and you do not buy a second plan for the second country. The only thing that changes is which local network your phone sits on, and your phone handles that on its own.

Yes, all four, and those are exactly the four that catch people out, because the United Kingdom, Switzerland and Turkey sit outside the European Union roaming rules, while Norway sits inside them despite not being an EU member. That mismatch is where most bad advice comes from.

The rule people call roam like at home covers the 27 member states plus Iceland, Liechtenstein and Norway, and it has been extended to 2032. That is why a friend swears their Spanish SIM works all over Europe. It does, right up to the moment they land at Heathrow, drive into Switzerland or fly to Istanbul. After that it is a foreign network at a foreign price, and the bill lands weeks later.

Turkey deserves its own line. It appears on some Europe plans and is quietly missing from plenty of others, so if Istanbul or Antalya is on your route, check the country list before you pay for anything. Here it is one of the 34, on the same plan as Paris.

The Western Balkans are the gap that catches most people, so Serbia, Bosnia and Herzegovina, Montenegro, Albania, North Macedonia and Kosovo all sit outside the 34, and so do Andorra, Monaco, San Marino, Ukraine and Moldova. If a place is not on the list, assume it is not covered and buy a country plan for that leg of the trip.

The microstates make the point neatly. Vatican City is on the list. San Marino, Monaco and Andorra are not, and you can walk into all three from a country that is. That detail only surfaces when somebody actually holds the coverage list up against a map, which is not something the big brands bother to do.

Borders are the practical risk, not the paperwork. Your phone chases the strongest signal, not the nearest flag, so within a few miles of Serbia or Bosnia it can register on a network across the line and go silent. If your data dies just short of a border, open network selection, switch it from automatic to manual and pick an operator in the country you are actually standing in. Worth remembering on the drive down the Croatian coast, where the road brushes Bosnian territory.

Plans start at $1.29, but the honest number is price per gigabyte, and on plans of 20GB or less the best here works out at $0.65 per GB. Divide before you compare, because a from price on its own tells you almost nothing about what your trip will cost.

A from price is usually the smallest, shortest plan on the shelf. It exists to win a comparison table, not to cover a fortnight. The big brands all quote one and none of them are lying, they are simply answering a question you did not ask. What you want to know is what two weeks of maps, messaging and the occasional video actually costs.

There are 33 plans on this page and 10 of them are unlimited. Price per gigabyte is the right yardstick for the fixed ones and it is meaningless for the rest. Unlimited runs on a daily allowance, so judge those on the size of the allowance and on what happens once you pass it, never on a per gigabyte figure.

Two, and both are arguments for landing with a roaming eSIM already installed: most European countries now demand ID before an operator will register a prepaid SIM in your name, and Turkey blocks foreign handsets that have run on a Turkish line for too long.

The registration rule is why the cheap local deal you read about on a forum is often out of reach. Germany enforces it strictly, and Spain and Italy usually want a passport scanned at the counter. The very best value local plans go further and expect a national ID or proof of residence, which a visitor simply cannot produce.

Turkey is the one worth knowing in detail. Put a Turkish SIM or a Turkish eSIM into a foreign phone and a clock starts. After about 120 days the handset itself is barred from Turkish networks until you register it and pay a fee. A roaming profile does not start that clock, because it is not a Turkish line. If Turkey is on your route, that alone is a reason to stay on a travel eSIM.

Work out roughly how much data your trip needs, pick the smallest plan that covers it, and only reach for one of the 10 unlimited data plans for Europe if you tether a laptop, stream a lot, or genuinely cannot predict the trip.

Maps, messaging and email are light. Video, uploads and tethering are heavy, and they are what drains a plan while you are not looking. Download maps and playlists on hotel wifi the night before, set photo backup to wifi only, and two weeks of normal use stays smaller than most people expect.

The other half of the choice is validity, and it is the half people get wrong. A plan is a pair of numbers, an amount of data and a number of days, and you have to satisfy both. A generous plan that expires on day seven is no use on a three week trip. Match the days first, then the gigabytes, and 33 options stops feeling like a lot.

There are trips where a Europe plan is the wrong purchase, and we would rather say so than take the order. If your whole trip is in one country, buy that country's plan instead. A regional plan is priced to cross borders, and you are paying for border crossings you will never make. If your route is mostly the Western Balkans, this plan does not reach it: Croatia and Slovenia are in, Serbia, Bosnia, Montenegro, Albania, North Macedonia and Kosovo are not, and you would be buying an eSIM that goes quiet for half the trip. If you are settling in one European country for several months and you can produce the ID a local operator wants, a resident prepaid deal will beat any travel eSIM on price, so take it. If you need bank codes and verification texts on your usual number, this does not replace that, so keep your home SIM in the phone and switched on for calls and SMS. And if your handset is locked to a carrier or does not support eSIM, none of this works, so check that before you spend anything.
