Bank OTP not arriving abroad: the fix

SMS arrives with data roaming off, but four other switches can stop a bank code. What still works abroad, what carriers bill, and the fix order.

You are at the hotel desk, the card gets declined, and the bank wants the six digit code it just texted you. Nothing arrives. You turned data roaming off before the flight, exactly as every guide said, and now you cannot pay for the room or move money to fix it. The threads on this problem are long and most of them end without an answer.

The short answer has two halves. Turning data roaming off does not stop a text message, because SMS never used your data. But three other switches can stop it, and a fourth thing, the kind of message the bank sends, decides whether it needed data after all. This post goes through those four, what each carrier actually bills for a received text, and the order to work through when the code still does not come.

What still arrives with data roaming off

Apple's own description of the switch is narrow. Data Roaming, its support page says, permits internet access over a cellular data network when you are outside your carrier's coverage. Nothing there about calls or texts, because the switch does not touch them. Apple's messaging page draws the line: to send an iMessage, RCS or MMS you need cellular data or Wi-Fi, and to send an SMS you need a cellular network connection. Receiving works the same way.

So a plain SMS from your bank rides the signalling channel of whatever foreign network your home SIM has registered on, and it arrives whether data roaming is on or off. An iMessage, an RCS chat, a WhatsApp code or an MMS picture needs data, and with your home line's data roaming off that data has to come from Wi-Fi or from the travel eSIM your phone is using for internet.

The four switches that decide whether a code arrives

People get stuck because they know about one switch and not the other three.

The first is the phone's data roaming toggle, which we have covered. The second is whether the line is on at all. On an iPhone each SIM has its own Turn On This Line switch under Settings, Cellular, and a line that is off cannot receive anything. Some travellers turn the home line off to be safe from charges, then wonder why the bank goes quiet. One r/eSIMs poster from the UK did exactly that, and the fix was simply to turn the line back on with a zero spend cap set on the account.

The third is the account level roaming flag, and this one catches the most people. On EE, roaming is off by default on the account. An EE support team member wrote on the EE community in July 2024 that to receive texts abroad you need roaming enabled on the EE account, by texting ROAMING to 150 before leaving the UK. Until that is done the SIM does not register on any foreign network, so no text can reach it. Three's pay as you go rule is similar: you must top up or add a Data Pack while still in the UK, or the SIM does nothing abroad. Tello, a US carrier, told its Reddit community that with roaming disabled you will not receive texts at all. And on Indian prepaid, as the India section shows, an active pack is the flag.

The fourth is the message type from the table above. If the bank sends its code through an app, through iMessage or through WhatsApp, the text was never an SMS, and it needs a data path.

Set the phone up before you fly

The setup that keeps codes flowing is the two line one: home SIM on for calls and texts, travel eSIM for data. Our dual SIM guide has the screenshots; this is the checklist version, with the paths from the makers' own pages.

Confirm roaming is enabled on the account, not just the phone. EE: text ROAMING to 150 before you leave. Three pay as you go: top up or add a Data Pack in the UK. Indian prepaid: an active pack that includes roaming or data. Philippines Smart and TNT: text ROAM ON to 333 before departure.
iPhone: Settings, Cellular, tap the home line, make sure Turn On This Line is on, then Cellular Data Options and Data Roaming off. Apple's dual SIM guide adds Allow Cellular Data Switching, which should be off.
iPhone: Settings, Cellular, Cellular Data, choose the travel eSIM as the data line, with its own Data Roaming on.
Pixel: Settings, Network and internet, SIMs. Set the travel eSIM as the mobile data SIM and check the home SIM is not switched off under Mobile network, Use this SIM.

Do I get charged for receiving SMS while abroad?

Most of the time no, and the pages that say "always free" are still wrong, because a few carriers do charge and a few require a paid pack before a text can arrive. This is what each carrier's own page said on 14 September 2026, with community answers marked as such.

Two more carriers deserve a line. Rogers in Canada says incoming calls and messages over Wi-Fi Calling come out of your plan anywhere in the world, while outgoing to a non Canadian number triggers its daily charge. And Google Fi wants the SIM used in the US for at least a day before it goes abroad; after Fi suspends international data for extended use, calls and texts still work. Whatever your carrier, check its own page before you rely on "free".

Wi-Fi Calling and SMS: which carriers deliver texts over Wi-Fi abroad

A lot of advice says to turn Wi-Fi Calling on and let the hotel network deliver your texts. It is good advice on most US postpaid plans and on Rogers, and useless in the UK. O2's page states that Wi-Fi Calling is not supported outside the UK. Vodafone's Wi-Fi Calling terms say the same for roaming. Community answers for EE and Three say their Wi-Fi Calling is UK only, with Three geo blocking its servers. Telstra limits it to calls back to Australia.

In the US, Verizon requires Wi-Fi Calling to be switched on while the phone is on the Verizon network at home, and says calling back to the US is free. AT&T counts texts sent over Wi-Fi the same as regular texts, and lists thirteen countries where Wi-Fi Calling is not available at all, among them China, India, Turkey, the UAE and Vietnam. If your trip is on that list, Wi-Fi Calling is not your backup.

Turn Wi-Fi Calling on before you leave Verizon will not let you enable it from abroad. If you are on a carrier that supports it overseas, switch it on at home and make one call over Wi-Fi to confirm it works.

The code still does not arrive: work down this list

Every failure in the threads we read fits one of these, roughly in order of how often it turned out to be the cause.

The line is off or the phone is in airplane mode. Turn the home line on and wait for the foreign network name to appear.
Roaming is not enabled on the account. EE off by default, Three pay as you go with no pack, Indian prepaid with an expired base pack. Only the carrier can fix this, and some can do it while you are abroad.
Prepaid with no valid pack. Jio users in November 2025 reported their SIMs would not register on any US network until they recharged a pack that included data; a voice only pack did not work.
The message is filtered. Apple says verification codes can land in the Unknown Senders folder in Messages, so look there before anything else.
RCS or iMessage got in the way. One Tello user in June 2026 found Fidelity codes only arrived after turning RCS off in Google Messages. A single report, so treat it as something to try, not a rule.
The bank refuses the number type. Many banks block short code texts to VoIP numbers such as Google Voice; Chase SMS codes are widely reported to fail there while its voice call option works.
The bank held the login. Fraud systems hold first time or unusual logins whatever the phone does. Try the bank's app approval, email code or a phone call instead.
The network filtered the sender. UK networks began blocking business texts from international long numbers in 2023, with full enforcement in July 2024, and BT and EE block generic sender names such as Bank or OTP. Foreign SIMs roaming in the UK lose some codes for this reason.

Toggle airplane mode on and off between steps; it forces the phone to register again, and delays of minutes to hours are normal when a text has been queued on a foreign network.

India: Jio, Airtel and Vi in 2026

Indian numbers come up in a third of the threads on this subject, because so much of Indian banking runs on SMS codes to the registered mobile. The rules changed in 2025 and 2026 and the older answers are out of date.

Jio's FAQ says all incoming texts are free on international roaming, for prepaid and postpaid alike. Prepaid roaming activates by itself after you buy a roaming pack, and the pack starts on first use abroad. What Jio's pages do not say is what an 84 comment r/nri thread documented in November 2025: prepaid SIMs that had received codes free for years stopped registering on US networks. One commenter's test was clear. A voice only base pack failed, a top up failed, and a pack that included data worked. A roaming pack also restored service. Keep a data bearing base pack or a roaming pack active before you fly.

Airtel's blog, updated in May 2026, lists the activation routes: the toggle in the Airtel app, a call to 121 in India or +91 99100 99100 from abroad, or SMS IRSTART to 121, with enough prepaid balance. Users in 2026 describe a Rs 118 activation recharge as the cheapest route for short trips; we could not read that page ourselves, so confirm the figure in the app. Then there is the change users reported in July 2026 on a 58 comment thread: ordinary texts still arriving abroad while bank codes were withheld, with a flash message saying the bank OTP was not delivered because the international roaming pack was inactive. Airtel has published nothing we could find on this, so we report it as widely reported, not as policy.

Vi is the clearest of the three, and the strictest. Its roaming packs FAQ says prepaid customers need a Rs 118 recharge, or any other roaming pack with service validity, to receive incoming SMS abroad, and postpaid customers need a Rs 149 service pack. Google's summary of that page says incoming texts are free; the page says a pack is required. Read the page.

Before an Indian number leaves the country Jio: an active pack with data, or a roaming pack. Airtel: activate roaming in the app or with IRSTART to 121, and expect to need a pack for bank codes. Vi: the Rs 118 or Rs 149 service pack. ICICI and HDFC, among others, let NRI customers register an international number for codes, which sidesteps the whole problem.

OTP on eSIM: the two cases that get confused

Search results for "OTP on eSIM" are mostly people whose bank codes stopped after they moved their own number from a plastic SIM to an eSIM. That is a carrier provisioning issue, not a travel one. Apple Community replies say SMS can take up to 24 hours to activate after a conversion, and the number must be selected under Send and Receive. If it persists, the carrier has to fix it.

The travel case is different. A data only travel eSIM has no phone number, so it cannot receive any SMS, from a bank or anyone else. Ours are the same: every country plan is data only. Our number plans do carry SMS, on the number that comes with the plan, never on your home number. The Europe number plan gives a European mobile number with 200 texts on the 20 GB plan and unlimited texts from 50 GB, and the UK, USA and Canada plans have their own numbers. The Thailand number plan is calls only, with no texts at all. None of them receives a code your bank sent to the number on your account. That code goes to your home SIM, which is why the two line setup exists.

Ways round SMS entirely

The most reliable fix is to stop depending on a text at all, and most banks now offer at least one alternative.

App approval or an authenticator is the strongest. DBS in Singapore says its digital token authenticates without an internet connection and works overseas; UOB has removed SMS codes for digital token users. Revolut's help page says that if you cannot receive texts, you let the resend timer run out and pick email verification instead. Chase can read a code out by voice call where its SMS fails. The Rick Steves forum's standing advice is to ask the bank for in app approval before you travel and never to disable two factor codes for a trip, which we would repeat.

WhatsApp codes exist, but only where the business chose to send them that way; you cannot redirect an SMS code to WhatsApp yourself, and WhatsApp needs data. Email codes work over any data connection, including the travel eSIM. Set them up at home, while your home carrier still delivers texts without any roaming question, because the setup itself usually needs one last SMS.

What is genuinely unfixable from abroad

A few situations have no remote fix, and it is better to know before you leave. A prepaid number whose pack expired and cannot be recharged without a code sent to that same number is stuck; Thai TrueMove users abroad describe exactly this loop, with a roaming or number preservation package that has to be bought before departure. An EE line whose account roaming was never enabled needs EE customer service, which may or may not help from overseas. A bank that only sends codes by SMS to a VoIP number it now rejects needs a new number on file, which most banks will only change once you are logged in.

For all three, the one preparation that works is to do it at home: recharge, enable, and register a second contact method with the bank before the flight.

Quick answers

Will I still get texts if I turn off data roaming?

Yes for ordinary SMS, including most bank codes, because SMS uses the phone signal rather than data. Your home line must be switched on and allowed to roam on the account, and the foreign network must be reachable. iMessage, RCS, MMS and WhatsApp messages need data, so with the home line's data roaming off they only arrive over Wi-Fi or the travel eSIM.

Why am I not receiving my OTP when I am abroad?

The common causes, in order: the home line is off or in airplane mode, roaming is not enabled on the account, a prepaid pack has expired, the code sits in the Unknown Senders folder on an iPhone, RCS or iMessage intercepted it, the bank blocks your number type, or the bank held the login. Toggle airplane mode between checks and give it a few minutes.

Can I receive OTP on an eSIM?

On a carrier eSIM that holds your own number, yes, once the carrier has finished provisioning SMS, which can take up to 24 hours after a conversion. On a data only travel eSIM, no, because it has no number. A number plan receives texts on its own number only, never codes sent to your home number.

Do I get charged for receiving SMS while abroad?

Usually not. EE, Three, AT&T, T-Mobile, Telstra and Jio do not charge for a received text. Verizon pay as you go charges $0.05 per text, Tello charges 1 cent over Wi-Fi Calling, and Vi requires a Rs 118 or Rs 149 pack before texts arrive at all. Check your own carrier's roaming page before you rely on it being free.

Can I receive SMS while overseas without roaming?

Not on the phone network, because receiving an SMS means your SIM has registered on a foreign network, and that is roaming even with data roaming off. Some carriers deliver texts over Wi-Fi Calling instead: most US postpaid plans and Rogers do, while EE, O2, Vodafone and Three say their Wi-Fi Calling does not work outside the UK.

How do I get OTP on international roaming with an Indian number?

Jio: keep a base pack that includes data, or a roaming pack, active before you leave. Airtel: enable roaming in the app or by texting IRSTART to 121, and expect to need a roaming pack for bank codes. Vi: recharge the Rs 118 prepaid or Rs 149 postpaid service pack. Or register an international number with your bank if it allows it.

Can I receive OTP via WhatsApp instead?

Only if the business sends codes through WhatsApp; there is no setting on your side to redirect an SMS code there. Where a bank offers app approval, email codes or a voice call, those work over any data connection, including a travel eSIM, and are the better fix.
