Kosovo eSIM: Roaming Status, Networks and the No Data Fix

Two things decide whether your phone works in Kosovo, and no page currently ranking for this tells you either. Kosovo is outside EU roaming, so an EU allowance does not cover it and many Europe eSIM bundles exclude it entirely. And Kosovo has a documented problem where a travel eSIM registers on the network, shows full bars, and carries no data at all, across many brands. Here is the whole picture, including what to do when that happens.

01 Kosovo Is Not Covered by EU Roaming

Start here, because it is the mistake that strands people. Kosovo is outside the EU and the EEA, so Roam Like At Home does not apply. Your EU plan's home allowance does not cover Kosovo, and using it there is charged as international roaming.

Kosovo is inside the Western Balkans Regional Roaming Agreement, which is a separate arrangement between the six Western Balkans partners. If your SIM is from one of those, that is worth checking. It is not the EU regulation and it does not help a visitor from Germany, France or Italy.

The second trap follows from the first: Kosovo is frequently left out of Europe regional eSIM bundles. Travellers report buying a Europe plan, arriving in Pristina, and having nothing. Read the country list on any regional plan rather than assuming Europe means all of Europe.

So for almost every visitor, Kosovo needs either a Kosovo plan, a regional plan that names Kosovo explicitly, or a local SIM.

Data in Kosovo is expensive for every travel brand, not just us, and travellers have noticed it. Data here costs several times what the same plan costs in neighbouring countries. We would rather show you the real price than bury it.

What every plan is: data only, no Kosovo number, no SMS, no voice calling. There are no unlimited plans in our Kosovo range. Hotspot and tethering are allowed. 03 If You Have Full Bars and No Internet

Kosovo has a specific, well documented problem that no page selling eSIMs will tell you about, and you deserve to know it before you buy rather than after.

Travellers report, repeatedly and across many brands, that a travel eSIM registers on a Kosovan network and shows full signal while carrying no data at all. The same reports name several of the best known eSIM companies. Foreign physical SIMs have been reported failing to attach in Kosovo too. This is a Kosovo characteristic rather than a fault with one brand.

If it happens to you, work through this in order. Confirm data roaming is on for the Kosovo line, because it is a roaming profile and that alone explains most cases. Restart the phone. Toggle airplane mode. Then go into network selection, turn off automatic, and manually pick the other Kosovan operator rather than the one it chose. Kosovo has two: Vala, whose network code is 221 01, and IPKO, whose code is 221 02. Switching manually between them is the single fix most often reported to work.

04 Vala and IPKO Are Not the Same Product

Kosovo has two national mobile operators and every comparison page treats them as interchangeable. They are not, and which one you land on changes what you get.

  • Vala, run by Telecom of Kosovo, state owned. Network code 221 01.
  • IPKO, part of the Telekom Slovenije group. Network code 221 02.
  • IPKO switched off its 3G network at the end of 2025. Not one page selling Kosovo eSIMs mentions this, and several still advertise 3G bands in their technical specifications.
  • Z Mobile is not an option. It was a virtual operator that stopped trading in 2019 and it still appears on comparison sites as though it were live.

Both operators hold 5G spectrum awarded by the regulator. That does not mean a visiting roamer receives 5G, and the evidence that the two networks are treated differently is easy to find: one major brand's own plan data tags Vala as 4G and IPKO as 5G for the same country.

These plans run on Vala, on 4G. That matters more here than in most countries, because if you hit the signal without data problem described above, you now know which network you started on and that IPKO is the one to switch to by hand.

06 Northern Kosovo Works Differently

North of Mitrovica, in the Serb majority municipalities, mobile service is provided under a separate arrangement by mts, which is Telekom Srbija. No page selling Kosovo eSIMs warns anyone about this.

If your trip takes you into the north, do not assume a Kosovo plan behaves the same way it does in Pristina or Prizren. Your phone may attach to a different operator entirely, and whether your plan carries data on it is not something we can promise.

For most visitors this never comes up, because the usual route is Pristina, Prizren, Peja and Gjakova. If you are going north, plan for the possibility that data does not follow you there.

07 Buying Locally in Kosovo

Local Kosovan data is much cheaper than any travel eSIM, and both operators publish their prices openly.

Vala lists combined prepaid packages starting under five euros for several gigabytes with minutes included, and a new prepaid SIM from around seven euros. IPKO lists mobile internet packages for use inside Kosovo, and separate regional data packages activated by short code. Both were read from the operators' own sites on 13 September 2026, and both will have moved by the time you travel.

Two practical catches. Vala's own eSIM page says you cannot buy its eSIM online and must visit a point of sale to get the QR code, so it is not a solution for someone who wants to land connected. And SIM registration is real and enforced at the point of sale, so bring your passport.

One more thing worth knowing if you run out of bundle: IPKO's published out of bundle data rate is charged per hundred kilobytes, which adds up frighteningly fast. Top up the bundle rather than drifting out of it.

08 Kosovo's Dialling Code Is +383

Small thing, constantly got wrong, and it causes real confusion. Kosovo's international dialling code is +383. It has been since 2017.

You will still find comparison sites telling you Kosovo uses +381, which is Serbia's code, and older material referencing +377, which is Monaco's, both of which Kosovo used before it had its own. One well known eSIM comparison site was still publishing the wrong code on a page stamped as updated this month.

Kosovo's mobile country code is 221, and its two letter country code is XK, which is why some apps and booking systems still fail to find it in a dropdown list. If a form will not accept Kosovo, that is usually why.

09 Coverage Across Kosovo

Kosovo is small and compact, which works in a visitor's favour.

  • Pristina, Prizren, Peja, Gjakova and Mitrovica: well covered.
  • The main roads between the cities: generally fine.
  • The Rugova valley, the Sharr mountains and the hiking routes on the Peaks of the Balkans trail: expect gaps.
  • North of Mitrovica: a different operator arrangement, as set out above.
  • Border crossings to Albania, North Macedonia, Serbia and Montenegro: your Kosovo plan stops at the border.

We publish no coverage percentage or speed figure for Kosovo. One ranking page quotes specific megabit figures for 4G and 5G with no source or date attached, and there is no measurement behind numbers like that.

10 Setting Up Your Kosovo eSIM

Install at home on wifi before you fly. The QR code arrives by email within minutes, and installing early costs you nothing because the clock starts when the eSIM first connects in Kosovo.

On iPhone: Settings, then Cellular, then Add eSIM, then Use QR Code, and scan the code. Label the line Kosovo. Keep your home line for calls and texts, select the Kosovo line for mobile data, and turn Data Roaming on for that line.

On Android, including Pixel and Samsung: Settings, then Network and internet, then SIMs, then Add eSIM or Download a SIM instead, and scan the code. Select it for mobile data and enable data roaming for that SIM.

Data roaming must be on. With it off, a roaming profile never connects, and that is the most common cause of an eSIM that looks broken.

Because of the Kosovo specific problem described earlier, also learn where manual network selection lives on your phone before you travel. On iPhone it is Settings, Cellular, then the line, then Network Selection. On Android it is under the SIM's settings as Automatically select network. Knowing that in advance turns a ruined afternoon into a two minute fix.
