The overnight flight from Istanbul lands in Almaty a little after four in the morning. The hall is bright, the booths are open, and three phone company kiosks sit in a row waiting for you. Buying a card is easy. Keeping it working is what nobody warns you about, because Kazakhstan tightened its phone rules twice in eighteen months. Below: the biometric check that began in January 2026, the Almaty counters, what Astana does instead, live tenge prices and the IMEI clock.
What changed on 3 January 2026
Since 3 January 2026 a Kazakh SIM is only issued after biometric identification. Your face is checked against your document, and the line is not switched on until that passes. The Ministry of Digital Development and AI set the rule out in January.
Where you buy decides how it feels. Online you pass the biometric step before the number activates. In an operator office a clerk does it in front of you, the fastest route for a visitor. Buy in an ordinary shop and the card stays dead until you answer an SMS confirming your identity.
The same package caps one person at 10 SIM cards, and more needs written justification naming the devices. Better news: a non resident can still buy on a foreign passport alone, with no IIN, the Kazakh tax number, needed for the SIM.
The binding nobody mentionsRegistering a local SIM ties your handset and your passport together in a state database. The phone then refuses any other local SIM unless it is registered to you too, and your SIM will not work in another handset. Returning visitors must get the first carrier to cancel the old registration.

All three carriers keep kiosks side by side in the arrival hall of the new international terminal, currency exchange next to them, per a traveller who bought there in August 2026. Bring the passport itself: every local SIM is registered at the point of sale.
The only 2026 airport prices anyone has documented are Tele2's. Two packs sat on the counter: 5,590 tenge, about $12.28, for 25 GB on LTE plus 25 GB on 5G, unlimited Tele2 calls and 240 minutes elsewhere, valid 30 days. For 6,590 tenge it becomes 35 GB plus 35 GB and 340 minutes. Top up in the app, a store or on #122*4#.
No official 2026 price for a Beeline or Kcell tourist pack exists, and nobody publishes counter hours. The real airport site is alaport.com, run by TAV, whose services directory lists lounges, Wi-Fi and dining and no SIM counter. Several guides link almatyairport.com instead, a parked GoDaddy listing selling the domain for $10,000.
Astana, and the free 1 GB SIM handed out after passport control
Kazakhstan has been giving arriving foreign visitors a free SIM with 1 GB of data valid for 24 hours, handed over straight after passport control. The envelope is labelled in Kazakh, Russian, English, Chinese and Uzbek and carries a QR code to safetravel.kz, which lists the 102 police app, visa rules, a city map, licensed taxi apps and operator links. The tourism minister announced it in June 2025.
Two caveats. We could not confirm it is still handed out in September 2026, because every source we stand behind dates from June 2025. And 1 GB for 24 hours is a landing card, not a trip plan. Astana is also where published detail runs out: no official source gave us counters or hours.
What Beeline, Kcell, Tele2 and Altel actually charge
Headline consumer plans, read live from the operators' own sites on 7 September 2026 with the region set to Almaty. Dollars use that day's rate, 455.30 tenge. Pricing differs by region.

Tele2 and Altel are one company, Mobile Telecom Service LLP, and those opening prices are new customer discounts covering three payments. Altel also runs Erkin at 4,490 tenge, and Kcell and Altel each sell a no monthly fee plan, Root and Bazovy.
Beeline sells an eSIM profile for 499 tenge, about $1.10, or 200 tenge in its Janymda app. The app makes you pass identification before the QR code is issued, which is where the January 2026 rule bites. We could not verify a foreign passport holder with no IIN can finish that, so do not count on a local eSIM.
The IMEI rule: 30 days, three lists and a signature
Any device brought into Kazakhstan for the first time after 24 March 2025 must have its IMEI verified before it works on a Kazakh SIM. Phones already on the networks by then were approved automatically, so residents rarely mention it.
The register runs as three lists. White means verified. Grey means the network has seen your phone with no proof of lawful import. Black means a counterfeit or altered IMEI, a GSMA block match, or a grey listing that ran out of time. A law firm explainer and a Kazakh news report both put the grey window at 30 calendar days from first connection, after which mobile service stops and only Wi-Fi is left. That figure is widely reported, not quoted from the rule itself.
Verification is free for individuals and 4,325 tenge per device, about $9.50, for businesses. A private company, ATS Mediafon KZ LLP, runs the register.
Paperwork trips people up more than the deadline. A warranty card, a receipt or a photo of the box is not proof of lawful import. What counts is a border crossing certificate, a passenger customs declaration or a parcel tracking number, filed by the person named on it. Kcell's Verify Device page sets out the self service route, which starts at a government office.

- Get a non resident electronic digital signature at a Public Service Centre, the office known as a TSON.
- Log in to the government portal with it and choose verification for individuals.
- Enter the import method, date, country and document, then brand, model and IMEI.
- Sign, and wait up to 72 hours.
Whether a store clerk can do it for you is unverified, so ask at the counter first. Check status at imei.rfs.gov.kz or in the eGov Mobile app.
Does any of this apply to roaming or a travel eSIM?
No, and it comes from the operators. Kcell's registration page lists end user devices roaming in Kazakhstan among those not subject to registration, alongside M2M hardware. Beeline said the same when the rule started: roaming needs nothing, a Kazakh SIM makes it compulsory.
A travel eSIM is a roaming profile. No passport form, no photograph, no biometric step, no 30 day clock and no handset binding, because you never hold a Kazakh subscription. The same goes for anyone in transit. Our Kazakhstan plans ride Beeline, so you get those towers without joining the register.

Signal in the cities, and on the road between them
The cities are easy. A traveller there in August 2026 found fast LTE across Almaty and Astana including the outskirts. Between them it changes: on the 1,200 km overnight train, service returned near towns and faded in between. For Charyn canyon, the Kolsai lakes and Big Almaty Lake no operator publishes a map at that detail, so carry offline maps.
What a week of data really costs, three ways
Nobody publishes this comparison, because local packs are quoted in tenge and travel eSIMs in dollars, on different pages. Same day, same rate, one table.

Read it straight. The local pack buys far more data, and for a month in country with a Kazakh number it wins. It also buys a queue, a passport check, a photograph of your face, a registration binding your handset to your identity and a 30 day clock on a phone from home.
