Kyrgyzstan SIM Card Rules for Tourists

Buying a SIM card in Kyrgyzstan means passport checks, photos and IMEI registration. Airport prices, operator bundles and the eSIM shortcut.

Getting a SIM card in Kyrgyzstan used to be the easiest thing in the world. You walked up to any kiosk, paid a dollar or two, and walked away connected. Those days are over. Since the government tightened SIM registration, buying a local SIM as a tourist means your passport, your photo and your phone's IMEI number all go into a registry before the SIM switches on. Below: what that looks like at the counter, what the operators charge, the airport traps, and when a local SIM still makes sense.

The registration rules, explained simply

Kyrgyzstan requires every SIM card to be registered to a real identity. For a visitor that means three things at the counter: the clerk records your passport details, takes your photo, and registers the IMEI number of your phone with the operator. It is the same routine at Manas Airport and at a shop in Bishkek, and it is a lot of paperwork for a holiday SIM.

The IMEI part matters more than most people realise. Under Kyrgyzstan's device registration rules, a phone brought into the country and used on a Kyrgyz SIM must be registered within 30 days, or the network cuts it off. Phones on international roaming are exempt. For a tourist SIM the operator usually handles this at purchase, but it is one more form and one more thing that can go sideways when the clerk and you do not share a language. Turkey is much stricter: it blocks a foreign phone on a Turkish SIM after 120 days unless you pay a registration fee, 54,258 lira in 2026.

How cheap are Kyrgyz SIM bundles?

Once you are through the paperwork, local prices are genuinely some of the lowest in the world. The three operators are Beeline, MegaCom and O!, and all three run 4G networks with solid coverage in Bishkek, Osh, Karakol and along the main roads.

  • MegaCom: around 8 GB plus 200 minutes for about $1.50, with bigger bundles including unlimited data around $3.50 for up to 30 days.
  • Beeline: large data bundles for about $2.20 a week, or unlimited data for around $2.85 a month.
  • O!: about 500 som, roughly $5.70, for unlimited data for 28 days. O! also sells eSIMs, but as a foreigner expect to finish registration in an O! shop.

One warning about names: MegaCom brands itself MEGA in shops and at the airport. It has nothing to do with travel eSIM companies with similar names, so check what you are actually buying.

The Manas Airport trap

Many flights into Bishkek land in the small hours. Getting into town then usually means a taxi, and the easy way to get a fair fare is Yandex Go, the local ride app, which needs data. The drivers waiting by the exit know you may not have any, and their quotes can be several times the app price.

Inside the terminal, do not buy from the first desk you see. Airport counters can charge several times the city price for the same SIM, and a clerk may tell you there is nowhere else to buy. Some kiosks take cash only, in som, so change a little money first.

None of this is a scam exactly. It is an airport. Walk past a few counters and compare, and remember that prices drop again once you are in the city.

Is a Kyrgyz SIM worth it for a long stay?

If you are staying a month or longer, do the paperwork. Register properly, buy a MEGA or O! bundle, and pay some of the lowest data prices anywhere. Volunteers and remote workers settling into Bishkek for a season should go local. The savings compound week after week, and having a Kyrgyz number helps with everything from Yandex to food delivery.

The catch for everyone else is the arithmetic of a short trip. For a one or two week visit, the local SIM saves you a few dollars against a travel eSIM, and it costs you a queue, the registration forms, and your home SIM leaving the phone unless it takes two. If your bank sends login codes by SMS, that last part can lock you out of your own accounts at the worst moment.

Can you skip the registration with an eSIM?

A travel eSIM skips the registration system entirely because you are not buying a Kyrgyz SIM. You install it at home before you fly, it connects to the Beeline network when you land, and there is no kiosk, no photo and no IMEI form. The 2026 World Nomad Games ran from 31 August to 6 September, opening in Bishkek with the main events at Cholpon Ata on Issyk Kul's north shore. The towns along the north shore have mobile signal, but it thins out in the mountains above them, so download offline maps before you head up.

Can I buy a SIM at Manas Airport at 4am? Often yes, but no operator publishes counter hours, so do not count on it. Compare prices before you hand over cash, the counters nearer the exit are usually cheaper than the first one you see.

Do I need my passport for a tourist SIM? Yes, always. The clerk will also photograph you and register your phone's IMEI. It is the law, not the kiosk being difficult.

Is mobile data fast in Bishkek? Fast enough for video calls, maps and uploads on all three networks. Do not expect home speeds, but city 4G is comfortable.
