For a local Brazilian SIM, effectively yes, and this is the thing that catches most visitors out. A CPF is Brazil's personal tax number and local SIMs are registered against one. Tourists do not have a CPF.

Travellers describe this constantly: wanting an eSIM specifically to avoid the physical SIM route because they have no CPF, and others confirming that registration for foreigners is awkward and often simply does not go through.

TIM is the carrier most willing to sell to tourists. Its shops will sell a plan on a passport alone, usually around $4.50 for 1.5 GB over 7 days plus a small activation fee, but you have to visit a real TIM store to get it. Claro depends on the shop: some staff will register the SIM under the store's own CPF, others will turn you away. Vivo is the strictest of the three and almost always insists on a genuine CPF. The SIM itself is cheap. Getting one as a visitor is the hard part.

Nowhere obvious, which catches a lot of travelers out. Brazil's international airports do not run proper tourist SIM counters.

At Guarulhos in Sao Paulo, the workaround is a pharmacy on the arrivals floor that sells TIM SIMs. At Galeao in Rio, it is also a pharmacy, across from international arrivals. That means landing after a long flight and then hunting through a drugstore for a phone chip before you can call a taxi or open maps. A MegaEsim eSIM removes that step. Deep in the Amazon around Manaus, on long stretches of the Pantanal wetlands, and on remote islands like Fernando de Noronha, expect a slow connection or none at all. Before any river cruise or jungle lodge trip, download your offline maps, tickets, and a translation pack while you still have a strong signal in the city. Brazil is huge, and your eSIM stays on the TIM network the whole time, so flying from Rio to Foz do Iguacu or up to Salvador needs no change on your phone.

In the places you sleep and eat, yes. TIM and Claro both reach the northeast capitals, Salvador, Recife, Fortaleza, Natal and Maceio, along with the coastal roads between them and the beach towns on that strip.

Signal thins where you would expect it to. A boat out to the reefs at Porto de Galinhas, the quieter sand south of Maragogi and anywhere on Fernando de Noronha can leave you with nothing at all. Download the map, the ferry times and your booking while you are still in town, the same habit that saves people in the Amazon.

In your last few days, check how much data is left. If you are close to running out but still need maps for the airport run, a cheap top up like the 1 GB for 7 days plan at $1.99 will see you through without overbuying.

Once you are home, turn off data roaming and switch the eSIM line off. You can delete it from your phone settings when you no longer need it. Nothing keeps running and nothing keeps charging, since these are prepaid plans that simply stop when the data or the days are used up.

Three things, and you should know them before you buy. The plan carries data only, so you get no Brazilian number. WhatsApp, maps, ride apps and card payments all run on data and behave normally, but a delivery app or a Brazilian bank that insists on sending a code to a local number cannot reach you.

It also cannot be popped out and handed to whoever you are travelling with. Two people who both need data need two plans, or one phone shares its connection over a hotspot.

And if your trip really does depend on a Brazilian number, for a local bank account or a delivery app that verifies one, a local chip bought with a CPF is the only route. We would rather say that plainly than sell you the wrong thing.

Brazil rewards the traveler who arrives prepared. Local SIMs are cheap but guarded by a tax number you do not have, airport counters barely exist, and roaming from home costs more per day than our biggest plan costs per month.
