The bus from Tirana pulls into Pristina after midnight, and the Europe eSIM that worked all week in Albania shows no service. Kosovo sits outside EU roaming and outside most plans sold as Europe plans, so the border is where the data stops. This guide covers which big Europe eSIMs leave Kosovo off their list, what Vala and IPKO charge in September 2026, the counters at Pristina airport, the passport rule, and where the signal thins out.
Why your Europe eSIM or EU roaming plan stops at the border
Kosovo is not inside the EU Roam Like at Home area. A home European contract does not roam free here, and most travel eSIMs sold as Europe plans build their country list from the EU plus a few extras that leave Kosovo out. Albania and Serbia are usually in. Kosovo is not.
The dates matter, because this is moving. Roam Like at Home between the six Western Balkans partners started in July 2021, which helps only with a Balkan SIM. EU to region prices dropped in October 2023, reduced but not removed. On 25 February 2026 the European Commission proposed talks to extend Roam Like at Home to Kosovo and its five neighbours, and on 4 June 2026 the Council of the EU authorised them. Each partner must align with the EU roaming rules first, so no date is set.
Check before you cross, not afterCoverage lists change quietly. Open your provider's country list while you still have data in Tirana or Skopje, and look for Kosovo by name.
Which Europe eSIMs include Kosovo and which skip it
We read each provider's own Europe page on 7 September 2026 and counted the country list. Three of the four biggest Europe plans do not carry Kosovo, and no top ten page does this check by name.

All four sell a separate Kosovo country plan instead: Holafly from €8.90, Saily from $5.99, Airalo from $5.00, Nomad from GBP 5.92. The fix is a Kosovo plan, not a Europe one. Our own Kosovo eSIM is data only, with no calls or SMS, and it roams on the local networks rather than tying you to one operator picked in advance.

Pristina airport and its SIM counters
Travellers report a small Vala kiosk in the arrivals hall at Adem Jashari airport, staffed for incoming flights and closed by late evening. IPKO is not reliably present, airport prices sit above city prices, and registration takes about fifteen minutes with your passport.
We could not confirm that on the airport's own site, run by the concession holder Limak Kosovo International Airport, so treat the hours as traveller reports. Vala's call centre on 0800 10000 answers around the clock, but nobody sells a SIM at 2am. The IPKO flagship store is on Rruga Nene Tereza in Pristina, and both operators keep shops in Prizren, Peja, Gjakova and Mitrovica.
Vala prepaid: SIM €7, eSIM €10, and the bundle prices
Vala is the Kosovo Telecom brand and holds roughly 44 percent of the market. A new prepaid SIM costs €7, a duplicate €2, and a week of data costs less than an airport coffee.

Activate one with *222#, by SMS to 50555, by calling 161, or in the ValaJone app. Outside a bundle the rate is €0.0015 per 100KB. Combined packages add minutes and SMS: S €4.49 for 5 GB over 15 days, then M €6.99 for 10 GB, L €8.49 for 20 GB, XL €9.99 for 30 GB and XXL €14.99 for 50 GB over a month.
Vala also sells a prepaid eSIM over the counter, which several 2026 roundups still say no Kosovo operator does. A new eSIM number is €10 with 300 minutes, 300 SMS and 4 GB for 30 days. The QR code is issued only at a Vala point of sale, so it is a shop visit, not an online purchase. Default PIN is 0000, with five scan attempts and one device. Vala numbers start 044, 045 or 046.
The Vala clock most guides skipA new number is Valid for 100 days from purchase, and turns Active for 90 days only once you make the first call. Then it goes Inactive for 15 days, able to receive but not send, and reactivation costs €1.50.
IPKO prepaid: SIM or eSIM with a Tip pack from €7.99
IPKO is the other national operator and says it has the widest 3G, 4G and WiFi coverage in Kosovo, with 5G now added. For a new prepaid customer, eSIM plus Tip Aktive costs €7.99 and eSIM plus Tip Ndryshe €12.99, activated through shop.ipko.com or in a store by scanning a QR code.
The two starter packs most tourists want are Tip Super at €8.99, giving 8 GB in Kosovo, 300 national minutes and 100 SMS for 30 days, and Tip Max at €14.99 for 15 GB and 500 minutes. Data packages run from €1.50 for 1 GB over a day, through €4.50 for 6 GB over 14 days, to €10 for 20 GB over 30 days. IPKO numbers start 043, 048 or 049.
IPKO renews your data pack for youPackages renew automatically every time you top up, unless you dial *900*9# to stop it. You also need more than €0.28 of credit to use any data once the package is spent.
Passport registration at the counter
Every prepaid SIM in Kosovo is registered to a person. Bring your passport and allow ten to fifteen minutes at a busy counter. A travel eSIM installed at home skips the step, which is most of its value on a short trip.
- Have the passport in your hand, not in the bag still on the belt.
- Ask for a starter pack, not a bare SIM. A €7 Vala SIM carries no data on its own.
- Get the assistant to activate the bundle and show you the confirmation SMS.
- On IPKO, ask them to dial *900*9# so the pack does not renew on your next top up.
- Keep the receipt. It carries the PUK you need if the PIN is typed wrong three times.
Coverage from Prizren to the Rugova valley, and north of Mitrovica
Pristina, Prizren and Peja have solid 4G on both networks. Remote and mountainous ground drops to 3G or 2G, so the Rugova valley and the western villages are patchier than the cities suggest. ARKEP awarded 5G licences to IPKO and Telecom Kosovo in February 2023, and a US commercial guide puts 5G at 60 percent of the population by the end of 2024.
One exception is worth planning around. North of Mitrovica, in Leposavić, Zvečan and Zubin Potok, the Serbian operator mts is in places the only provider with signal. Neither Vala nor IPKO is guaranteed there, and nor is a Kosovo travel eSIM, since it rides the same local networks. Nobody in the top ten says this. Download your maps offline.
Kosovo plus Albania, North Macedonia or Montenegro on one plan
A local Kosovo SIM can follow you across the region, but with a smaller allowance than the headline number. Vala's combined packages carry an explicit Western Balkans share: of the M pack's 10 GB, 4.74 GB is usable while roaming, the L pack gives 5.76 GB of its 20 GB, the XL pack 5.77 GB of 30 GB, and the XXL pack 7.16 GB of 50 GB plus 1 GB Europe. Western Balkans here means Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia. IPKO's minutes and SMS instead work in full across those countries, with internet subject to fair use.

Do you need a +383 Kosovo number?
Only for local calls or the operator top up codes. Maps, WhatsApp, ride hailing and banking apps run on data alone. The +383 code was phased in from 2017; before that Vala used Monaco's +377 and IPKO used Slovenia's +386, which is why old forum posts still show foreign codes for Kosovo numbers. Does my Europe eSIM work in Kosovo?

Is there a SIM counter at Pristina airport at night?
Travellers report a Vala kiosk in arrivals that opens for incoming flights and shuts late in the evening, with IPKO not reliably staffed. The airport operator publishes nothing we could verify, so a late landing is a risk. Install a travel eSIM instead.
Which eSIM is best for the Balkans?
