Lisbon and Porto Airport SIM Cards: Cost and ID Rules

Where to buy a SIM card at Lisbon and Porto airports, what Portuguese tourist packs really cost, and why Portugal may soon ask for your passport.

You land at Lisbon, you want data, and the airport has a Vodafone shop. Before you join the queue, it helps to know what the local packs cost and what the shop might ask you for.

One thing is changing. Portugal has not required ID for a prepaid SIM, unlike Spain and Italy, but a bill the government approved in May 2026 would make it compulsory.

MEO, NOS or Vodafone: does the network matter?

Three national networks: MEO, NOS and Vodafone Portugal. All three have good coverage, all three run 5G in the cities, and the differences between them matter far less than travel forums suggest.

Lisbon, Porto and the Algarve coast are well covered by all three. Where they differ is inland and on hiking trails, so a plan that can use two networks is worth having there.

Where can you buy a SIM card at Lisbon airport?

Lisbon airport, LIS, lists a Vodafone shop that sells voice and data cards. Porto airport, OPO, has one too, open from 7:30 to 21:00. Neither airport page says which side of passport control the shop is on, so plan on reaching it only after you clear arrivals.

We could not find a MEO or NOS shop listed at either airport, or any phone shop at Faro, where most Algarve visitors land. Flying into Faro? Sort out your data before the trip.

The part people missWhatever you buy at the airport, you buy after landing. The walk through arrivals, the taxi queue and the first message home all happen without data. That, more than the price, is the case for sorting data out before you fly.

Do you need a passport to buy a SIM in Portugal?

Not by law, at least not yet. Spain, Italy and Greece make you show ID for a prepaid SIM, and Portugal has not. In May 2026 the government approved a bill to make ID checks compulsory for prepaid cards, so it may be in force by the time you travel.

Take your passport to the shop anyway. If they ask, you have it. If they do not, you have lost nothing.

Portugal's own networks price their tourist plans well if you use a lot of data. NOS Travel is 15 GB for 7 days at €9.99, and MEO and NOS sell unlimited Portuguese data for roughly €10 to €35 depending on the days. You also get a Portuguese number.

When a Portuguese SIM card is the better buy

We sell eSIMs, so take this in the spirit it is meant: there are cases where you should buy the local SIM.

Your phone does not support eSIM. Anything before roughly 2019, or some models sold in mainland China.
You need a Portuguese number. For a long stay, a rental deposit, a Portuguese bank, or anything that sends a verification code to a local number.
You are staying months rather than weeks. A proper Portuguese plan will beat any travel product over that horizon.

For a holiday, none of those apply to most people.

How to land in Lisbon with data already working

An eSIM installs at home, over your own WiFi, before you travel. It sits switched off until you land, then connects to a Portuguese network while the plane is still taxiing.

You walk off with maps, your hotel booking and the ability to call a Bolt or an Uber, through the part of the airport where the SIM desk has not helped you yet.

The one ruleInstall the eSIM at home on WiFi. Installing is a download, so it needs an internet connection you already have. Trying to install it at the airport with no data is the single most common way people get stuck.

Do EU and UK visitors need a SIM in Portugal?

Not if your SIM comes from another EU country. Your normal allowance works in Portugal at home prices, and that includes Madeira and the Azores, so the airport desk and an eSIM would both be money you do not need to spend.

If you are coming from the United States, Canada, Brazil, Australia or most of Asia, then yes, you need something, because carrier roaming will either charge a daily fee or throttle you.

UK travellers are the awkward middle. Some UK networks kept free EU roaming after Brexit and some brought back daily charges. Check your plan before you assume.

Signal in Lisbon, Porto, the Algarve and the islands

Lisbon: 5G across the city, including most of the metro and the Alfama hills.
Porto: 5G throughout, strong along the Douro and in Vila Nova de Gaia.
Algarve: solid from Faro to Lagos, thinner inland toward Monchique.
Madeira and the Azores: good in Funchal and Ponta Delgada, variable on hiking trails.
Alentejo and the interior: 4G rather than 5G, with genuine dead spots on back roads.

If you are driving inland, download your maps offline before you leave the coast. That advice holds whichever SIM you buy.
