Egypt phone tax, 90 day block and eSIM

You fly into Cairo in two weeks, and somewhere between packing and the visa form you have seen a short called "Egypt is disabling tourist phones". The comments argue about a 90 day trap, a tax worth a third of your phone, and whether a travel eSIM keeps you out of it. Many of them predate the rule change of 21 January 2026.

We sell a data only Egypt eSIM, so we have an interest, and we would rather you buy it for the right reason or not at all. Below is what the regulator, Apple and the Telephony app FAQ say, what r/Egypt reported when it went wrong, and where the airport counters are, read on 14 September 2026.

The 30 second answer

Egypt blocks the handset, not the SIM. The first time an Egyptian SIM is activated in a phone, a 90 day clock starts, and when it runs out the IMEI is blocked on every Egyptian network until the import fee is paid. On a foreign SIM or a roaming eSIM nothing happens. The FAQ on telephony.gov.eg says a foreign tourist can use their device with a foreign SIM normally, without fees. Apple says the same for iPhones on roaming.

Buy a tourist SIM at the airport and the clock starts that day, which is harmless on a two week holiday and a trap on a repeat visit. If your phone already ran an Egyptian SIM past day 90 on an earlier trip, it is blacklisted, and a travel eSIM will not revive it. A traveller on r/Egypt found in July 2026 that their Canadian SIM had stopped working too.

What changed on 21 January 2026

At the start of 2025 Egypt replaced a 10% duty on imported phones with a one time tariff of up to 38.5% of the device value. The National set out the history on 21 January 2026. Until then each passenger could still bring in one phone free of the charge, registered through customs, which is why older forum replies tell you to register at the airport. TripAdvisor posters reported the desks already gone by October 2025.

The one phone exemption ended at 12:00 noon on Wednesday 21 January 2026. The NTRA and Egyptian Customs Authority notice cancelled registration at customs offices, moved payment to the Telephony app, banks and wallets, and promised instalments "coming soon". It is not retroactive. Tourists and Egyptians living abroad keep 90 days from the date the phone was activated. Ahram Online adds that a device active on an Egyptian network before 1 January 2025 stays exempt.

How the IMEI block actually works

Apple's support article 124645, published 22 January 2026, describes the mechanism best. An iPhone bought outside Egypt gets an alert the first time it is used with an Egyptian SIM, saying the IMEI is not registered. The grace period is 90 days from the day the Egyptian SIM was activated. After that the status bar shows No Service until the phone is registered through the Egyptian Customs Authority Telephony app.

The trigger is an Egyptian SIM, tourist line or normal line. Ahram Online's explainer adds that a dual SIM phone has one IMEI per SIM and the app accepts either. Nobody in the threads we read tested whether the block reaches both. The telephony.gov.eg FAQ (Arabic only, the English page returned a 404 on 14 September 2026) confirms there is no registration or payment at customs. You walk out. Keep an Egyptian SIM running beyond 90 days and you register and pay through the app, with instant reactivation.

Does a travel eSIM get your phone blocked?

No, provided the phone is not already on the blacklist. Apple's note says the NTRA alert "applies to Egyptian SIM cards only and not to iPhone models using roaming". A roaming eSIM, ours included, is a foreign SIM in every sense that matters here. If you have read our Turkey airport SIM and IMEI guide, the shape is familiar.

You will read the opposite. A TripAdvisor regular wrote in October 2025 that any SIM or eSIM registers the phone the moment it connects, and MobiMatter's help page says an unregistered phone loses eSIM connectivity too. Both miss the line Apple and the regulator draw between an Egyptian SIM and a roaming one.

The reverse is true, and it matters more. Once an IMEI is blacklisted, every SIM in that phone stops working on Egyptian networks, roaming included. The r/Egypt poster from July 2026 had used Egyptian SIMs the year before, and this year neither roaming nor a local SIM worked until their ticket was resolved. A reply on a March 2026 thread promising that a foreign eSIM "will work" in a blocked phone is wrong for that reason.

The repeat visitor trap: why the 90 days may not reset by themselves

The official wording sounds generous. The FAQ gives a tourist on an Egyptian tourist SIM 90 days free "with each visit he makes to the country". First hand reports say the clock does not pause when you leave, and nothing resets it unless someone at the NTRA does.

A traveller on r/Egypt in March 2026 visited from 2 to 22 December 2025 and came back on 2 February. On 2 March 2026, exactly 90 days after that first entry, the IMEI was blacklisted on all Egyptian carriers. The top reply was to call 15380. In February 2026 Egypt Independent reported a database glitch that blocked returning expats without warning. The NTRA official it quoted said a phone may be deactivated when it comes back if the SIM was activated within Egypt.

The FAQ's answer for Egyptians abroad is that the exemption per visit exists, but you must contact the hotline or WhatsApp to get it. Tourists on the June 2026 r/Egypt thread were told the same. A blog that ranks first for "phone blocked after 90 days" says only days inside Egypt count; two dated reports say otherwise. So if an Egyptian SIM has been in your phone on any trip since January 2025, find its activation date and ring 15380 before day 90.

Blocked already? The hotline, the Telephony app and the fee

1. Call 15380, or WhatsApp +20 103 315 1553 (telephony.gov.eg lists three more numbers), with a photo of your passport and entry stamp. Egyptians living abroad are also asked for proof of residence abroad.
2. Expect a ticket, not an instant answer. The r/Egypt poster in July 2026 waited five days and had the device opened for 120 days. A reply in August 2026 got the same, then lost all signal three days later.
3. To pay instead, install Telephony (the app forums call MyTelefoni; iOS app id6739450752, Android package com.ntra.citizen), enter the IMEI and read the fee. Pay by card, by bank or operator wallet, or take a code to one of 17 licensed cash collectors such as Khadamaty and Aman. Reactivation is immediate.
4. On Android the app is region locked on Google Play, per the March 2026 thread. Replies said a new Google account with Egypt as the country worked, and any credit card was accepted.
5. Until the block lifts, use another phone or put the local SIM in a MiFi router, as three Destination Experts on the May 2026 TripAdvisor thread do. A regular on the October 2025 TripAdvisor phone tax thread called MiFi units "not subject, for now"; no official source says so.

The fee is assessed per model inside the app, up to about 38.5% of the device value. The National wrote on 21 January 2026 that it exceeds EGP 28,000 on higher end phones, and one r/Egypt commenter who registered in June 2026 paid around 1,100 EGP. The 20%, 25% and 35% quoted on blogs and forums have no source behind them.

SIM or eSIM at Cairo Airport: where the counters are and what to bring

The operator counters at Cairo are at the luggage belts, before the customs exit. The traveltomtom guide, updated April 2026, places Orange near belt 1 and Vodafone, Etisalat and WE near belts 4 and 5, open 24 hours, and a Cairo Destination Expert on TripAdvisor agrees. Once you are through baggage claim you cannot walk back.

Bring the physical passport with the visa or entry stamp, because the counter copies both. The NTRA sales regulations make operators keep colour copies, and in August 2026 the regulator referred operators to prosecution over lines registered without consent. A photocopy will not do. The tourist line is the one product a foreigner can buy on a passport alone. A normal line needs residency too and is cut one month after it ends.

Before you walk away, check that data flows, ask for the full price including tax, and keep the plastic frame because the PUK is printed on it. Packages are often split into "social media" data and open data, so ask what the headline gigabytes cover. The rumour that airport SIMs deliver half the advertised data was put to a Cairo TripAdvisor thread; three Destination Experts had never seen a shortfall. On price the sources split. traveltomtom says the same as city stores, a Cairo tour blog said 10 to 20% more in March 2026, and locals on r/Egypt in December 2025 said the kiosks inflate.

What the tourist lines cost, as listed in 2026

The operators' own pages do not print tourist prices, Vodafone's included. The figures below are what third party guides listed between March and August 2026, in Egyptian pounds; expect the counter to differ a little. No Egyptian operator sells unlimited mobile data, as locals on r/Egypt keep pointing out.

How long the line lasts is a separate question from the IMEI block. Two Destination Experts on a February 2026 TripAdvisor thread said the carrier closes a tourist line when the 30 day tourist visa expires; no operator terms we could read confirm it.

Can a tourist get a local eSIM?

The evidence conflicts, so we will not tell you yes or no. Vodafone Egypt's eSIM page sells eSIM through retail stores or its eShop at 350 EGP for a new line, and says nothing about residency. mobilemasr wrote in June 2026 that foreigners need an original passport with valid residency, and an Etisalat FAQ on a reseller site says prepaid users get physical SIMs only. A 2024 r/Egypt commenter said both Vodafone and WE at the airport have eSIM, and nobody confirmed it.

So the sure route to a local line is the physical tourist SIM on your passport. If what you want is an eSIM with no paperwork, it will be a roaming one, and the clock stays off. The Orange Travel and Vodafone Travel eSIMs in search results are the European groups' travel products, not Egyptian lines, and register no IMEI either. They vary in quality. A poster on r/eSIMs in August 2026 had a Vodafone travel eSIM with no data 90% of the time in Egypt, while a US carrier roamed fine on the same towers. Hurghada and Sharm el Sheikh arrivals in brief

At Hurghada, the local guide Hurghada Today (January 2026) puts operator booths in the arrivals halls of both terminals, after passport control, open around the clock. You need the physical passport, a valid visa or entry stamp and an unlocked phone. traveltomtom's visit in February 2026 found it cash only, activation quoted at up to two hours, and the counter unstaffed at 3 AM once.

At Sharm el Sheikh, posters on the TripAdvisor Sharm forum in autumn 2025 said data only SIMs from all four operators are sold in the arrivals hall. One had heard of 24 GB from WE for about €6; a Destination Expert paid about £12 for Orange 50 GB in May 2025. The IMEI rule is national, so a Red Sea tourist SIM starts the same clock as a Cairo one.

Our Egypt eSIM: data only, a daily allowance and no clock

The unlimited plans give up to 1 GB per day at full speed on the entry tier, or up to 3 GB per day on the higher tier, then up to 1 Mbps for the rest of that day, resetting every 24 hours. The entry tier starts at $2.52 for one day, or $17.64 for 7 days. The page lists Etisalat, Orange and Vodafone as the networks the profile can use, and its own FAQ says it connects to Orange. You get the fastest network available to the roaming profile; we do not promise 5G.

Roaming wholesale rates make every travel eSIM dearer, as a local on r/Egypt said. You skip the counter, the passport copy and the IMEI clock, and there is nothing to do at 3 AM in the baggage hall. Validity starts on your first connection to a local network, and hotspot is allowed.

It is data only, so there is no Egyptian number. Your home SIM stays in the phone, which the Cairo Destination Experts do anyway so that bank codes still arrive. Staying a season, or need an Egyptian number for a landlord? Buy the tourist line and put day 90 in your calendar. Two weeks with one phone and no earlier Egyptian SIM in it, either route works; the eSIM is the one with nothing to remember. If that phone was blocked on a previous trip, neither works until the hotline clears it, and our Egypt plans can wait until then.

Do I have to pay tax on my phone in Egypt?

Does a travel eSIM register my IMEI in Egypt?

No. Apple's support article says the NTRA alert applies to Egyptian SIM cards only, not to iPhones using roaming, and the official FAQ says a tourist on a foreign SIM pays nothing. A travel eSIM is a roaming profile, so it never starts the 90 day clock. It cannot revive a phone that already ran an Egyptian SIM past day 90.

Is it worth getting an eSIM for Egypt?

For a short trip, yes if you want to skip the counter and never start the IMEI clock, and if your phone was not blocked on an earlier visit. A tourist SIM is cheaper per gigabyte and includes calls, so long stays and anyone needing a local number should buy one. No Egyptian network sells unlimited data either way.
