Mobile internet in Azerbaijan: what you are working with
Three networks: Azercell (the market leader, covering about 95 percent of the population), Bakcell (repeatedly measured as the fastest), and Nar (the budget brand). Baku itself is excellent on all three, with quick 4G everywhere and 5G appearing. Head to Gabala, Sheki or Quba and you will have 4G in the towns, 3G on the roads between them, and silence on the high mountain trails, which is normal for the Caucasus.

Option 1: buying a local SIM card in Azerbaijan
The airport has Azercell and Bakcell counters in arrivals, and in peak season the queue runs 20 to 40 minutes. Every SIM sale requires your passport. The bundles themselves are fair:
- Azercell tourist packs run from about $10 for a starter to $23 for the full month bundle with data, minutes and extra social traffic.
- Bakcell has a tourist tariff around $21 a month.
- Nar is the cheapest, with a welcome offer around $8 for 7 GB, though part of the bigger allowances counts only for social apps.
Two things to know beyond the prices. First, city shops are slightly cheaper than the airport and the queue is shorter. Second, Azerbaijan has an IMEI rule: a phone using a local SIM must be registered in the national device database within 30 days, and the fee for a smartphone can reach about $59. Tourists staying under a month are fine, but if your trip runs longer, that fee wipes out everything the local SIM saved you. Travel eSIMs are exempt at any length of stay, because your phone counts as roaming, not local.
Option 2: a travel eSIM for Azerbaijan
Buy online before the flight, scan the QR code on wifi, land at Heydar Aliyev with working data, and walk straight past that 40 minute counter queue. This matters more in Baku than most cities, because Bolt and Uber cannot pick up at the terminal curb: the pickup point is a parking lot a walk away, and you need data working to book the car before you get there.
